I tried to delete the update of WU KB2653956 wich one are related to the error HRESULT: 0x800700c1 >> MS12-024

Reinstalled Visual C++ Redistributable Packages for Visual Studio 2013 (x86) and .NET 4.5, but still with the issue.
Mmmmm maybe formating windows? burn it all with fire

Cuz all who have W7 x32 have the same problem

Update your L2, delete folder GameGuard , GameGuard.des. Copy and replace DSETUP (use search) and try open L2Tower again.
It worked for me.
