L2 Configuration Editor wont open

Hi! I just installed L2Tower on this PC, along with all the first four items on this list of basic problem solving. I do NOT have .NET framework 4.5 installed, because it is not compatible with Windows XP ;(

BUT, I still cannot get L2Tower Editor to start up! It shows the old and hated "xx.exe found and error and needs to be closed" error.

This is the report of the error:

Hope I can get it working soon. I did use the search button but all the problems were of another nature.

Oh btw, if it's not using this program, how can I edit the configuration of Potions ID and usage?
