Slow nukes

Hello guys, im new here. I want someone to help me step by step to fix my nuke skills cause I have 1600 cast.spd and skills are be used within 1 sec delay. I read a thread "nukefix" but I lost it somewhere.

Can someone explain me step by step how to fix it? thank you very much!
