L2tower 403 error

Hello form months l2towers worked perfectly . Now when im trying to get my license ive got error 403. Any can help me solve this problem ?
I heard about VPN but i do not know how exactly fix it.

install a VPN network on your pc connect through it and go yo the license webpage, youtube or google VPN SETUP, use brain
