Problem durring startup

When im updating tower i get error "Error durring l2tower startup:could not load file or assebmly 'injector, version=1.0 4389.28949, culture=neutral,publickeytoken=null' or one of its dependencies. failed to grant minimum permission requests. (expension from HRESULT: 0x80131417)help me please.

i installed everything direct 9,vicual c++,netframework 4 i run as administrator but the problem is not with license but when i update l2tower after i click loader and i get this errorSad i dont know what to do i was searching for 40-50min i did everything
