U just can make Visa Internet Card in any Bank in ur city.
Then, refill this account with money according to price of l2tower.
In the end, just press the button "Donate" in the right top corner and make the donation.

I know that paypal don't support every country...
After some re-search I thing we could add support for Liberty Reserve & Payza but only if there would be use of them...
