There is now free to play on Classic servers, and no classic is free to play till 85...
I still think is hard to create an account, since you need to confirm by phone, but if you have an skype number in a korean addres you can do that easily.
i have just one account in there, and i am trying to create some more... but no successs since i have not a korean number.
