How to use /gcfg expression

I'm trying to set an active toggle skill (ORK, Arcane power, +30% M.Attack, but drain 50HP/sec).
I use gcfg with condition M_HP_PERCENT>90, but when skill goes ON, it doesn't goes OFF. Am I have to use IF expression, I mean (if(M_HP_PERCENT>90,...,...)?
What is the return value to toggle skill ON/OFF.

Duno how to setup this.

Well, the ON condition is ok, but how to make OFF when condition is not true... I know that script will work, but i like to use gcfg...
