Hello Guys i got a problem, when i try to lunch L2Tower.exe i got the next error, i have only 1 user and he is administrator, why i still get this error ???

Right click on L2Tower.exe and Run program as administrator.

just right click on icon properties compatibility and change it as open as admin.
