Buffer in party can only buff 1 person

I ve set my buffer in a party. Added the skills for each person etc. But when she buffs 1 guy she stops. I have to change the target manually so that she buffs another person. Is this normal? Am I doing something wrong? I m running latest version of tower in an interlude server.

clear target and than it should work
press ESC or just close pop up with your target
