i have windows 7 x64 i run l2tower with administrator but then an error apears :

i would say reinstall with the installer.

It`s possible that l2tower Utils dll is missing OR most likely the dll is blocked. Go to libs folder and check if you got L2TowerUtills.dll, if you got it press right click then properties then unblock. You might need to do the same with some other dlls

and stop/pause antivirus
