Dont work too,
All ppl who have problems with editor... try runnig it as administrator. You should get it working.
To run as administrator right click in editor and you will see that option (2nd option i think).

The main problem is the fact L2Tower is still delivered via zip, it needs an installer as it would fix 90% of problems because there is no "this file was downloaded from the internet" problems when it comes to dll files.
L2TowerEditor.exe in Lib folder and execute as administrator.
