I'm trying to create my new license file after update of V1.4.1.110 and putting in my correct account name and pass and getting an error that states:

Error occurred during license fetching: The request failed with HTTP status 417: Expectation failed.

premium account

any ideas, tips or tricks that I'm missing?

delete license file and update.xlm and restart windows

Did those steps and still am having the same problem

use create.php

no idea what that is
